The former Akufo-Addo administration hired Lightwave eHealthcare Solutions Limited to create and implement Health Information Management Systems for the National Health Insurance programme.
According to Health Minister Mintah Akando, the IT company received almost $77 million even though it clearly failed to meet even 50% of the agreement’s defined goals.
According to the health minister, Lightwave shut down the system and is now holding the data of millions of Ghanaians hostage, seeking an additional $34 million in payment.
According to a recent revelation, Dr Nana Ayew Afriyie, who was the chair of Parliament’s Health Committee at the time, and his spouse were heavily involved in the facilitation, which many have characterised as a rip-off of the nation’s limited resources.
According to a Herald Newspaper article, the MP, his spouse, and private businesses that provide government hospitals with supplies are involved in a “network of interrelated health agreements”.
According to an insider with knowledge of the procurement chain, “This goes much beyond one contract; it is an entire ecosystem of conflict of interest.”
The Health Minister explained how Lightwave failed to fulfil its duty following a forensic audit at a press event on October 29, 2025, held at the Information Ministry in Accra.
Even though 450 of the 950 had been linked as of December 31, 2024, the vendor had received almost $77 million, or more than 70% of the total, for less than half of the work.
“At the end of December 31, 2024, the vendor had received almost $77 million, even though only 450 of the 950 had connectivity. It was evident that over 70% of the entire sum had been paid. On top of that, less than half of the work has arrived. At that point, we had to send everything—including the security—to the AG and the relevant courthouse for guidance and suitable action.
In order to escape this quagmire, we as a ministry needed to focus on finding a solution. Although we did not have a contract with a vendor when we took over, we told the vendor that the ministry was prepared to negotiate a service maintenance agreement covering the 450 health institutions in order to prevent these disruptions and the shutdowns we are currently seeing. He stated
“We stated in the agreement that you must provide us with administrative access to the service and turn over the data to the state before we sign such an agreement with you. The seller insisted that the agreement be void of certain provisions. However, as the state is responsible for these data, we are unable to remove such sections from the agreement.
As a result, the vendor made the decision to change the system from as and when he wants something’ to ‘as and when he demands it. And this has continued for over two months at this point. Additionally, the system has been totally unavailable for the last two weeks or so.
“I am not sure what this is if it is not blackmail. Finding a way out of this issue was the most crucial thing at that point. The good news is that we have the answer, ladies and gentlemen. He also said
